Resumen

Descripción
English: Two-panel cartoon, published in the Romanian liberal and nationalist magazine Ghimpele. The target is Cezar Bolliac, the maverick nationalist politician and writer, editor of the rival Tompeta Carpaţilor ("Trumpet of the Carpathians"); Ghimpele focuses on his policies toward Jewish immigrants and their naturalization.
Left panel: 1875 la cămară ("1875 in the Pantry [i. e., the Chamber]"). Bolliac, to the Jewish lobbyist: Ad̦i când m'am convinsŭ de gentileţa vóstră, votesŭ cu ochiĭ închişi convenţiunea Austro-ungară. ("Today, having convinced myself of your gentle nature, I vote with my eyes closed for the convention with Austria-Hungary.") Reference is made to the commercial treaty between Romania and Austria-Hungary, which, the liberals claimed, benefited foreign interests. The Jewish lobbyist, handing Bolliac a moneybag marked "100,000": Frate Ch[e]sarie, votesŭ şi eŭ pentru tine, ca să'ţĭ cârpeştĭ Trâmbiţa. ("Brother Caesarion, I too am voting for you, so that you might mend your Trumpet.")
Right panel: 1866 la sinagogă ("1866 at the Synagogue"). Bolliac, trampling upon the Jewish lobbyist, and beating him with the Trumpet: Vreţĭ drepturĭ, când mi s'a dogitŭ biata mea Trâmbiţă? Na drepturĭ, na art. 6. ("It's [civil] rights you wish, when my poor Trumpet has lost its sound? Here's your rights, here's your Article 6.") Reference is made to Civil Code Article 6, which established the criteria for naturalization under Romanian law. The Jewish lobbyist: Eĭ veĭ! frate Chesarie, stăĭ s'o dregem. ("Oy vey! brother Caesarion, hold on, give me a chance to fix it.") In the background, a vandalized synagogue.

This image is in the public domain because it is a mere mechanical scan or photocopy of a public domain original, or – from the available evidence – is so similar to such a scan or photocopy that no copyright protection can be expected to arise. The original itself is in the public domain in its source country for the following reason:
Public domain This work was first published in Romania and is now in the public domain because its copyright protection has expired by virtue of the Law on Copyrights, enacted 2004, 2005 and 2006, amended 2010. This may be due to the work expiring under the terms of Decree No. 321 of 1956 prior to the enactment of the 1996 law. The work meets one of the following criteria:
  • It is an anonymous work or pseudonymous work and 70 years have passed since the date of its publication
  • It is a photographic work and 70 years have passed since the year of its publication
  • It is another kind of work, and 70 years have passed since the year of death of the author (or last-surviving author)
  • It is another kind of work, the author is a legal entity („persoană juridică” - not a person) and 50 years have passed since the date of its publication
  • The copyright is owned by the author's descendants, and the author died before 1946 (50 pma)
  • The copyright is owned by someone older than 25 other than immediate family or descendants, and the author died before 1981 (15 pma)
  • It is a dictionary or encyclopedia published before 1976 (20 years from publication; use {{PD-RO-1956}})
  • It is an artistic photograph, part of a series, published before 1986 (use {{PD-RO-photo}})
  • It is an isolated artistic photograph published before 1991 (use {{PD-RO-photo}})

The original itself is in the public domain in the United States for the following reason:

Public domain
Esta obra está en el dominio público en los Estados Unidos porque fue publicada (o registrada con la Oficina del Derecho de Autor de los E.E. U.U.) antes del 1 de enero de 1929.

This tag is designed for use where there may be a need to assert that any enhancements (eg brightness, contrast, colour-matching, sharpening) are in themselves insufficiently creative to generate a new copyright. It can be used where it is unknown whether any enhancements have been made, as well as when the enhancements are clear but insufficient. For known raw unenhanced scans you can use an appropriate {{PD-old}} tag instead. For usage, see Commons:When to use the PD-scan tag.

Note: This tag applies to scans and photocopies only. For photographs of public domain originals taken from afar, {{PD-Art}} may be applicable. See Commons:When to use the PD-Art tag.
