The Byford Report's major findings were contained in a summary published by the then Home Secretary, William Whitelaw, but this is the first time precise details of the bungled police investigation had been disclosed. Sir Lawrence described delays in following up vital tip-offs from Trevor Birdsall, an associate of Sutcliffe since 1966.
